I have BBS rims on my EVO 9 but i want to get new rims. which would be the best? my top two brands BBS or Volk?

Volk is so overpriced. Don't waste your money on "Volk" wheels when you can get wheels made just as well for 1/5 the price. A single 18x8 Volk TE-37, for example, is like, $900. A single Rota wheel of the same style and size is about $150. So you could get all 4 Rota's for less than you pay for the Volks. And you would have money left over for 1, maybe 2 of the 4 tires.
