Why am I prevented from posting comments on ALL videos on YouTube once one person ,who?

Probably because you didn't activate your account. Go to your mailbox, then find mail from youtube. Look at the e-mail then its says to click on a link to activate your account. when you click the link. your account has been activated. then you can post comments. all of this happened to me and it worked.
